2012년 런던올림픽이 한창입니다.

대한민국은 3-4워권을 오가며 선전하고 있습니다.

몇일전 뉴질랜드 스포츠 하일라이트 프로그램에 여자펜싱경기 오심과 관련되 내용이 보도 되었습니다.

심판 개인적인 실수였다고는 하지만 

'페어플레이'로 상징되는 올림픽에서 그런일이 발생한다는게 참 어처구니 없다는 생각이 들었습니다.

영국. 런던. 엘리자베스여왕. 윌리엄왕자. 다이애나. 처칠...

영국 하면 떠오르는 여러가지 장면들이 있습니다.

문득 처질과 'V' 사인이 올림픽이라는 이벤트와 함께 겹쳐지며 생각이 납니다.

요즘 대부분의 아이들이 사진찍을 때 어색함을 깨기 위해 내미는 'V' 사인은

2차 세계대전 당시 독일에 맞써 유럽의 구원자 역할을 했던 영국 처칠수상이 대중하 시켰다는 에피소드가 있습니다.

노벨문학상 수상자이기도 했던 처칠은 뛰어난 지도자이면서 웅변가 였던 모양입니다.

'연설 정치'를 했다고 할 수 있겠죠.

연설문 하나하나에 문학적인 기질을 발휘해서 청중들을 감동시키고 자신의 의지를 관철해 나갔다고 합니다. 여기에 'V' 사인을 보탬으로써 승리에 대한 '확신'을 더했다고 합니다.

On Friday evening last I received from His Majesty the mission to form a new administration. It was the evident will of Parliament and the nation that this should be conceived on the broadest possible basis and that it should include all parties. I have already completed the most important part of this task. A war cabinet has been formed of five members, representing, with the Labour, Opposition, and Liberals, the unity of the nation.It was necessary that this should be done in one single day on account of the extreme urgency and rigor of events. Other key positions were filled yesterday. I am submitting a further list to the king tonight. I hope to complete the appointment of principal ministers during tomorrow.The appointment of other ministers usually takes a little longer. I trust when Parliament meets again this part of my task will be completed and that the administration will be complete in all respects.

I considered it in the public interest to suggest to the Speaker that the House should be summoned today. At the end of today’s proceedings, the adjournment of the House will be proposed until May 21 with provision for earlier meeting if need be. Business for that will be notified to MPs at the earliest opportunity.

I now invite the House by a resolution to record its approval of the steps taken and declare its confidence in the new government. The resolution:“That this House welcomes the formation of a government representing the united and inflexible resolve of the nation to prosecute the war with Germany to a victorious conclusion.”

To form an administration of this scale and complexity is a serious undertaking in itself. But we are in the preliminary phase of one of the greatest battles in histroy. We are in action at many other points―in Norway and in Holland―and we have to be prepared in the Mediterranean. The air battle is continuing, and many preparations have to be made here at home. In this crisis I think I may be pardoned if I do not address the House at any length today, and I hope that any of my friends and colleagues or former colleagues who are affected by the political reconstruction will make all allowances for any lack of ceremony with which it has been necessary to act.I say to the House as I said to ministers who have joined this government, I have nothing to offer but blood, toil, tears, and sweat. We have before us an ordeal of the most grievous kind. We have before us many, many months of struggle and suffering.

You ask, what is our policy? I say it is to wage war by land, sea, and air. War with all our might and with all the strength God has given us, and to wage war against a monstrous tyranny never surpassed in the dark and lamentable catalogue of human crime. That is our policy.

You ask, what is our aim? I can answer in one word. It is victory. Victory at all costs―victory in spite of all terrors―victory, however long and hard the road may be, for without victory there is no survival.

Let that be realized. No survival for the British Empire, no survival for all that the British Empire has stood for, no survival for the urge, the impulse of the ages, that mankind shall move forward toward his goal. I take up my task in buoyancy and hope. I feel sure that our cause will not be suffered to fail among men.I feel entitled at this juncture, at this time, to claim the aid of all and to say, “Come then, let us go forward together with our united strength.”

금요일 저녁 나는 국왕 폐하로부터 새로운 정부를 구성하라는 임무를 부여받았습니다. 이 임무는 최대한 광범위한 기반에서 출발하여 모든 정당을 포함하여야 한다는 의미였습니다. 나는 이미 임무의 가장 중요한 부분을 완료했습니다. 전쟁 수행 내각은 다섯 명으로 구성되는 바, 이들은 노동당과 반대당과 자유당, 그리고 조국의 단합을 대표합니다. 사태의 심각성과 긴급성 때문에 조각을 하루 만에 완료하지 않을 수 없었습니다. 다른 요직은 어제 인선했습니다. 나는 오늘 추가 명단을 국왕에게 제출할 것입니다. 수일 안으로 주요 장관들의 임명을 끝낼 예정입니다. 다른 장관들의 임명에는 시간이 더 걸릴 것입니다. 나는 의회가 다시 개회 할 때까지 인선 임무를 끝낼 것이고, 정부 구성도 모든 면에서 완료될 것이라고 믿습니다.

나는 국회의장에게 공익을 고려하는 입장에서 의회가 오늘 소집되어야 한다고 건의했습니다. 오늘 회의가 끝날 때, 5월21일까지 의회를 휴회할 것을 제안하려고 합니다. 그러나 그 전에 개회가 필요하다면 개원 한다는 잠정적인 조건을 달것입니다. 최대한 빠른 기회에 이 문제에 대해서 의원들에게 통보드리겠습니다.

나는 의회가 지금까지 (내가) 취한 조치들 에 대해서 결의안으로 승인을 해줌으로써 새 정부에 대한 신임을 천명해주시기를 원합니다. 결의안 : “하원은 독일과의 전쟁을 승리로 이끌기 위해 국가적인 단결을 대표하는 정부 구성을 환영한다.”

이만큼 크고 복잡한 정부를 구성한다는 일 자체가 중대한 임무입니다. 그러나 우리는 지금 역사상 최대 결전 중의 하나를 문 앞에 두고 있습니다. 우리는 폴란드와 노르웨이 등 여러 곳에서 벌어지고 있는 전투와 지중해에서 벌어지고 있는 전투에 대비해야 합니다. 공중전도 계속 되고 있고 여기 우리 영국에서도 많은 준비가 이루어져야 합니다.

이런 위기 속에서 오늘 의회에서 길게 말씀드리지 못하는 점을 용서해주시리라고 생각합니다. 나는 이번 정치적인 구조변화로 인해 영향을 받고 있는 내 동료들이나 이전 동료들께서 지켜야 할 예의범절에 대해 부족한 점이 있더라도 양해 해주시기를 바랍니다.

나는 이 정부에 참여한 장관들에게 이야기 했던 대로 의회 여러분들에게 다시 말합니다.

『나는 피, 수고, 눈물, 그리고 땀밖에 는 달리 드릴 것이 없습니다』 

우리는 심각한 시련을 앞두고 있습니다. 우리는 길고 긴 투쟁과 고통의 세월들을 앞두고 있습니다. 여러분은 제게 묻습니다, 당신의 정책은 무엇인가? 

나는 말합니다, 육지에서, 바다에서, 하늘에서 전쟁을 수행하는 것이라고. 하느님께서 주신 우리의 모든 힘과 능력을 총동원하여, 어둡고 개탄스러운 인간의 범죄목록에서도 유례가 없는 저 괴물과 같은 전제자를 상대로 전쟁을 수행하는 것, 이것이 우리의 정책입니다. 

여러분은 질문할 것입니다, 우리의 목표는 무엇인가. 나는 한마디로 답할 수 있습 니다. 그것은 승리입니다. 승리, 어떤 댓가를 지불하더라도 어떤 폭력을 무릅쓰고라도 승리, 거기에 이르는 길이 아무리 길고 험해도 승리, 승리 없이는 생존도 없기 때문에 오직 승리뿐입니다.

그것을 기필코 실현시킵시다.

승리 없이는 대영제국의 생존도, 대영제국이 가져온 모든 것들의 생존도, 인류가 그 목표를 향하여 전진하도록 만드는 시대의 욕구와 鼓動도 존재할 수 없을 것입니다. 

나는 희망을 갖고 내게 주어진 임무를 받아들이겠습니다. 우리의 운명은 결코 실패하지 않을 것이라고 확신합니다. 나는 이 시점 , 이 대목에서 여러분께 도움을 요구할 자격이 있다고 느끼면서 이렇게 호소하는 바입니다.
